Water Usage Rates

Effective April 1, 2023 (reflected starting on the July 1, 2023 billing)

The rate we use to calculate your quarterly bill is determined by the amount of water used at each meter. Billing is based on water that has already been taken and used.  This is a flat rate per 1,000 gallons, depending into which "block" your water usage falls.  The more water used at the meter, the higher the rate.  The block rate is applied to the total amount of water used. That is, we do not charge one rate for the first 6,250 gallons and another for gallons above 6,250. Each meter is also assessed the quarterly fee of $42.50.

Block 1: 1 to 6,250 gallons used-$5.55 per 1,000 gallons
Block 2: 6,251 to 12,500 gallons used- $7.45 per 1,000 gallons                                    Block 3: 12,501 to 25,000 gallons used- $9.30 per 1,000 gallons
Block 4: over 25,000 gallons used- $11.15 per 1,000 gallons

Connection Fees

Effective January 1, 2023

The fee for a new connection is determined by the size of the service. This does not reflect additional fees for meters, construction costs, supervision/inspection, police details, materials, road openings and/or other permits or fees.

1" service - $5,000
2" service - $10,000
4" service - $15,000
6" service - $20,000
8" service - $25,000
10" service - $30,000
12" service - $35,000

Capital Improvement User Fees

Effective January 1, 2023

These charges vary by customer class.  Please note that fire protection and domestic service are considered as two separate connections.

Residential - $2,500 per service
Apartment Building with 1 meter - $2,500 per unit
Fire Protection Service only - $1,250 per inch of main size per service (residential service is a separate line/fee)

Non-residential based on meter size:
5/8" x 3/4" meter - $2,500 per meter
1" meter - $5,000 per meter
1.5" meter - $7,500 per meter
2" meter - $10,000 per meter
Meter sizes larger than 2" - to be determined

Service Charges

Effective January 1, 2023

  • Turn on or off at curb - $75/each
  • Cross Connection Survey - $75/hour, 1 hour minimum
  • Testing backflow preventer  - $75 per test, per device
  • Hydrant flow test - $500 per test
  • Metered Hydrants - $75/day plus water usage
  • Meter test (residential meters) - $100, no charge if meter is over registering
  • Special meter reading (for final bill or pool fill) - $40/billing or pool filling for sewer deduction; reading good for 14 days
  • Special meter reading- less than (7) business days notice- $50/billing
  • Meter Valve Replacement, 3/4" valve & fittings - $125 per meter valve
  • Special Construction meters
    • 5/8" x 3/4" - $500, prepaid plus usage
    • 2.5" - $1000, prepaid plus usage
  • Residential meter 5/8" radio read - $500 installed with 3/4' valve (including second meters)
  • Regular hourly rate (operator & equipment) - $75/hour per operator
  • Overtime hourly rate (operator & equipment) - $125/hour per operator, 2 hour minimum

Annual Sprinkler Fees

Effective April 1, 2005

Sprinkler fees are calculated based on the area of the building, in square fee, as determined by the West Boylston Board of Assessors.

  • Up to 9,999 - $200
  • 10,000 to 19,999 - $300
  • 20,000 to 29,999 - $400
  • 30,000 to 39,999 - $500
  • 40,000 to 49,999 - $600
  • 50,000 to 59,999 - $700
  • 60,000 to 69,999 - $800
  • 70,000 to 79,999 - $900
  • 80,000 to 89,999 - $1,000
  • 90,000 to 99,999 - $1,100
  • 100,000 to 149,999 - $1,600
  • 150,000 to 199,999 - $2,050
  • 200,000 and over - $2,400

Have a question on your sewer bill?  Though your sewer bill is based on the amount of water you use, sewer bills are generated by the Town of West Boylston's Department of Public Works, Sewer Division. Sewer bills are not associated with the West Boylston Water District.
