  Water Usage Fees

Effective April 1, 2007 - (Final Phase of a 3-Phase system)

Bills for your water usage are generated quarterly.  One-third of the town is billed each month.  Payment for all bills is due in 30 days.  After 30 days, an interest rate of 1.5% is applied to the amount due.

The rate we use to calculate your quarterly bill is determined by the amount of water used at each meter.  This is a flat rate, per 1,000 gallons, depending on which "block" your water usage falls into.  The more water used at the meter, the higher the rate.  The block rate is applied to the total amount of water used.  That is, we do not charge one rate for the first 6,250 gallons and another for any gallons above 6,250.  Each meter is also assessed a fixed quarterly fee of $25.00.

For instance, consider a customer with a single meter.  For a given quarter, this household consumed 10,300 gallons.   Since this usage is greater than 6,250 but less than 12,500 gallons, we use the rate for "block 2" or $3.40 per 1,000.  The water bill for this household is calculated as follows:

Total consumed: 10,300 gallons

Quarterly fixed usage fee   $25.00
Quarterly usage 10,300 gallons @ $3.40 per 1,000 gallons $35.02
Total Due   $60.02

West Boylston Water District Rates

Please note that the Water District is in the midst of a 3-phase change of the rate system.  Phase 1 was effective April 1, 2005; Phase 2 was effective April 1, 2006; Phase 3 will go into effect on April 1, 2007.  For each phase, the amount of gallons in each block will decrease.

  Connection Fees

The fee for a new connection is determined by the size of the service.  This does not reflect additional fees for meters, construction costs, supervision/inspection, police details, materials, road opening and/or other permits or fees.

  Installation  Fees for 1" Service Only

Effective April 1,2007

Installation Fees are Optional.  They are charged for the Water District to install a 1" service from the street to the property line only.  THESE FEES MUST BE PAID BEFORE THE WORK IS SCHEDULED.

Property on opposite side of water main to property line $1,725.00 minimum

*Sprinkler lines and water service lines are considered as two separate connections.


  Service Charges

Cross Connection Survey $57.50 per hour with a 1 hour minimum
Testing Backflow Preventer $57.50 per test, per device
Hydrant Flow Test $230.00 per test
Metered Hydrants $57.50 per day plus water usage at current rate
Meter Test 5/8" $40.25 (no charge if the meter is over-registering)
Special Meter Reading (for final bill) $28.75
Meter Valve Replacement 5/8" $86.25
Construction Meter 5/8" $287.50, prepaid plus usage

  Annual Sprinkler Fees

Effective April 1, 2005

Sprinkler fees are calculated based on the area of the building as determined by the records of the West Boylston Board of Assessors.

Fee Definitions

Connection Fees are charged for the privilege to connect to or alter the water system.  They are for new services only and must be paid before work is started.

User Fees are in addition to connection fees.  It is charged for the privilege to use water.  It must be paid before the water service is activated.

Water Usage Fees are quarterly bills based on the amount of water used.

Installation Fees are optional and must be paid before the work is scheduled.
